Vox Mccoy transistor issue

Hi everyone,

recently i started to build vox mccoy from scratch, but i have problem with voltage on one of the transistors. Voltage should be something like this:

Q2: 8.7 (C)
3.9 (B)
3.3 (E)

and i have 9.24V on collector,inconstatnt voltage on base (0.00 to 0.32) and 0.00 on emitter. I'm using this schematic http://fuzzcentral.ssguitar.com/mccoy/mccoylayout.gif, I think the problem is in improper bias of the base Q2. Between R22k and C0.22uf voltage seems right (4v) but before R470k it drops to mentioned low value. I'm using BC108b.

now it's ok, it was capacitor fault.
