The 8r2 resistor needs to be connected to the junction of the 1N4001 and the 100uf capacitor surely ? You'd think. Image below shows trace/node at 9V/8R2/diode. The biasing arrangement for U2.2 looks a little odd (blue oval in the center), there's DC continuity from U2.1 which will serve to bias U2.2.
