I'm not familiar with this subject. So the marking should be colored dot? It make sense, it's much easier to paint a dot.

Maybe that color on the bottom side is code for beta so you can see how much they drifted over time from the specs. Do your transistors have colored bottoms? This letter is from 1966, your part is from 1965 so it could be valid. The paper doesn't mention the TI transistors, so the values may differ....
