Inkscape is a great free vector based program. I prefer Adobe Illustrator for non-free vector programs, though. I think I see the problem. Pin 5, R3, and the LB pot should not be connected to ground. Cut the trace at the point I have circled to see if that fixes the problem. I'm really sorry about that. Like I said in my first post, I haven't built it, so I never claimed that it was verified. Hope that fixes ...
