It's oriented correctly, but you definitely absolutely 100% need to solder it! It may be a tight fit, but A) the chances of all 9 lugs making solid contact are very low, and likely the cause of your issues, and B) any amount of jostling could knock it loose, especially since gravity is pulling down ...

Mouser still has them (part number LM13700N/NOPB), they're not quite gone yet. To convert 2x CA3080 to LM13700 you need to know a bit more about the circuit and the application. If the LM13700's Darlington buffers are used, you'll need to wire those offboard since the CA3080 is only the OTA portion....

The whole idea hinges on the fact C31 isn't 100nF, if C31 is 100nF this fix cannot be correct either. Yeah, that's super frustrating. The other has a 100n DC blocking cap on its output, I think it is not necessary. In fact, since you are clipping to Vref, that cap is a bad idea because the signal is then referenced to 0v DC and so will only clip in one direction with that cap there.
