For my understanding; All IC's but the memory were replaced but that did not fix the issue. I give you credits for not targeting at the most difficult to obtain part as being the prime suspect. That's a way more common approach ;-) What I miss in this thread are some basic verification measurements....

What you describe is a close to classic case that happens to almos all PT and FL9's . The oscillator caps have started leaking. Remove them, clean the copper traces throughly and replece them with 2 new 47uF caps. They are in series to form a bipolar cap so connect them with either the + or the -ter...
