I have had Boss pedals not work on battery due to a broken wire in side the part that snaps on the battery. If you have a digital multi-meter you can check continuity from the battery snap to the PCB. Just a thought.

Have you grounded the Sw pad? The schematic for the power is found at Geofex (+/-9V from one battery article) with the power switching added, then in to a standard rangemaster schematic. Another on board pot PCB layout, this time for the Dallas Rangemaster, using a MAX1044 Charge Pump to deliver the voltage so this can run in a standard negative ground rig. Also has an on board On/Off/On DPDT Switch to select from 3 different input caps (Current values are just guesses, experiment)...
