Last comment on the rate, I promise! After further testing I've decided you are better off raising all of the caps in the circuit to the same values to lower the rate - say to .2uF. Increasing the cap to ground after the junction of the 560K resistors directly slows it down significantly. I experimented up to 1uF but settled around .5uF. It also affects the top end speed (slower too) so you may need to decrease the 3k3 resistor inline with the rate pot if you are using one there.
