Probably something wrong with the unit.. it's a careful balance of feedback, so if one of the resistors in there is the wrong one it might feedback like no other by itself.

I think because companding is a technique to minimise (clock)noise introduced by the BBD chip. In a PT2399 there is not much audible clock noise introduced. Resurrecting an old thread. I am transferring the hand drawn schematic to Eagle, but I can't locate R18 and R19 on the schematic. ( both 47k )

I could only say he does it to keep Vref ripple caused by either opamp away from the other. (both Vrefs have filter caps too). Might make sense on a high gain pedal.
EDIT: You can see that the Vref of the first opamp is also connected to the output of the opamp stage.
