So I got one, and did a trace, and I'll be damned. They actually did use that value there. Pointless.
So.... I modded the circuit to include a cap and a pot on a switch, which provides for a nice boost mode!
This is a great circuit but could benefit from some tweaks for sure.

It is 100% confirmed to be a BSIAB clone. Up until around 2010 Josh was even using the circuit board layouts from BSIAB DIY projects in his builds.

You can build it using the regular Honey Bee board. This blog post on Brigg's page referenced earlier contains a link to madbeans "Yellow Shark" board, which is the honey bee board. Brigg's post discusses the changes to make to build the hot-rodded version if I recall correctly.

If I'm not mistaken Brian (madbean) also utilized digital ground on his Mad Professor Deep Blue Delay boards for that exact reason.
