If your problem is stil this put some tape on the black plate, because I think the problem could be that 7805CV you used. In my case i used a 78L09 - TO-92, it looks like the others transistors in the board. The metal part in the 7805CV is connected to the ground, and that perhaps touches the backp...

If the circuit was working fine outside the box/without the lid etc you may need to dismantle it and get it working againg outside the box before putiing it back together. Any guidance on likely culprits? All of the transistors were socketed, so I had changed all of those out already (except for the VR). I've always heard that the "running water" sound is usually a transistor. Wondering if I should start with the VR, or start replacing electrolytic caps one ...

I just have a wall wart at my work bench that I use for testing. For this one I've tried a few different power supplies, all with the same result.
