While I don't know anything specifically about the output transformer in that amp and so can't say so in a binding way, a load impedance twice that expected is usually fine, although may result in some attenuation (not a disadvantage in your case!)

Everything's cheaper in china. But pcbtrain overnight vs. 3-4 weeks lead; you decide if you need the time more or the money.

can't talk from experience but pcbtrain.co.uk do a budget overnight panel with "standard" config for very reasonable money.

Ok little brother, your lucky you didn't BUY it... All in all, most if not all of your questions have been answered. The question about selling a degooped pedal has me wondering why you would ask? NO ONE here would sell a pedal that did not work, and degooping only uncovers what was hidden beneath....

No!? Electronic considerations aside an op-amp can NEVER go beyond its power rails in either direction, and most won't even go that far.

Lucky you! There is a single IC that will provide your inverted voltage. MAX1044.
