If you don't read the 4,5 v,the circuit won't work....
Why ? Because is the same analogies with a car, if there is no gasoline...........
Check for wires that going from batteries to the circuits,maybe one is broken.

Well, there is no H.T. present,in the typical range of 280-300 V DC;this is the first reason for considering this effect quite safe;here we are dealing with a secondary voltage in the range that is under 24 v...... In second instance, i don't see anything critical particulary difficulties for build ...
