Oh sorry - I misread your OP. Check the diode junctions on flip flop transistors Q2 and Q3 with a DMM / diode tester when the pedal is off and powered down. They will be 500-620mV base-emitter and collector-base if the transistors are OK. If the diode junctions read low(<300mV) you can replace the 2...

Tried putting a higher resistor value in for the drop-down resistor but it didn't work. I put in as high as 50k and it's just making the LED too dim when the pedal is on. ??? I thought the Mustang switches were always 3 position on-off-on type, so not suitable for 3 way pickup selector on one switch.

Yeah, Groovenut is dead on. The CVR uses the brownface-era (and Princetone Reverb) bias-modulated tremolo, the trem/vibrato is in the power amp, not the preamp. Exactly.
