OSCILLATION POINTS

I'm new to this term and I was hoping someone here could shed some light on this.

How do I use these oscillation points?

An especially warm thank you to Devi for sharing her designs and expertise with us. Devi 4 Ever!!

"Remove for US" means remove the cap and replace the resistor with a wire correct?
