no sound, stumped HELP bajaman real tube overdrive

hey all,

i can't get any sound with this pedal, i've listed the voltages of the IC and tube , using 12ax7 and TL72CP

IC:
1: -15v
2: -14v
3: -13.23v
4: -15.1v
5: -13.23v
6: -13.6v
7: -13.53v
8: -13.94v

tube:

1: 0v
2: 12v
3: 11.5v
4: -3.9v
5: 0v
6: 0v
7: 11.8v
8: 11.3v
9: -5.3v

do the voltages look okay ?


checked with dc voltage, supply is 2A 16v AC

IC voltages look screwy - you should have +15v DC on pin 8 - check your power supply diode polarity as well as the input filter capacitors and the regulators
be kind to all animals - especially human beings

regulator should be pumping +15v ?
polarity is fine on the diodes and capacitor orientation also looks ok, none are bloated or look damaged also.

primary suspect now is the regulator

I'm getting at the input
17.2vAC

and after the diodes -23.1V DC

is it suspicious ?
