Start by building it as-is, and hope for not too many errors in the schematic. Layout has been made, but not verified, I suppose.
These old magazine schematic are prone to contain mistakes. Many other verified phasers are available on the forum, always a safer bet.

Those magazines paid very badly, so quality of circuit design tended to be less than adequate!!
