[EAGLE] Mask Stop DRC

Hi all,
Im getting TONS of "stop mask" DRCs flagged in Eagle... no idea what these mean or how to fix them. Im using the default of 4m in the dru.
Attached is a screen shot sample- this one on a via. However I do see them for pads as well...
Can anyone tell me what to make of these?
