what's really scary is the soldering and construction quality. Old caps, bad solder joints, solder balls, one cap (smaller black one) with one lead not connected, crazy capacitor turned backwards with crossing leads, spaghetti-wiring... Looks like a meltdown waiting to happen.

Looks like the project started with good intentions and some good parts.. but ended up an ugly unsafe and twisted mess... stay away and live to play another day.
