Judging by the front pannel pots and inputs and foremost by the Tempo LED which is Depth pot dependent on,I'd say the heart of the effect is Electricdruid TAP TEMPO LFO PIC microcontroller circuitry. Audio path isn't based on opamps(like on electrodruid tremolo project) but on JFETs-according to their description.
But, I might be wrong..

When I owned the CB TT, I was just getting into DIY. I remember opening it up and wondering where I had seen that. I asked CB on facebook, and they claimed no likeness. :(

Perhaps the design was licensed?

Taylor's design is taken from the app notes of the TAPLFO2 chip by electricdruid. There isn't anything to answer for tbh.

The stereo JFET implementation is of interest (not sure even I could be so wasteful as to implement this using VCAs although it would make the stereo work simplest)
Testing, testing, won too fwee
