1969 fender strat

Do I remember right that the '69 gets you the big head, but not the 3-bolt neck? That would be a proper Jimi era guitar.
I'm not sure about prices, either, but with 70s 3-bolt strats going for as much as they do, it's probably reasonable.
Myself, I'd be more concerned about sound and playability and condition. Spending 2K for a really good vintage Strat of any year, seems sensible - the market will pay you back later even if it were a bit high today.
Seen anything comparable in the Vintage Guitar Mag listings? Their advertisers are mostly top dollar guys, but it is a reference point.
Anyway, some thoughts.

even a couple of years ago, a strat of this era would easily get between 4 and 10 k on ebay depending on condition and marketing skill of the auctioner.

Check Gbase to get an idea. $2K seems really cheap to me. I'm no expert but I would look that over very carefully. It seems a bit of a "too good to be true" deal. Do some research and if it's the real thing - calmly pay for it.... then jump out the window before he changes his mind.
