Looking at the traces, I'd assume the TI MSP430 is handling user I/O stuff (digipots, driving the LEDs, tap tempo, etc), while the actual audio processing is done by the Xilinx CPLD. The ADC and DAC are on the top board, they're Burr-Browns.
I'm a bit shocked by the flux residue on the pins, to be honest. They could have done a better job cleaning them. Overall though, really nice sounding delay.
