Fender Deluxe Reverb noise

I just can't figure this out. I've swapped the tubes, tried different reverb tanks and this video show trying unshielded then shielded wires from the tank to the amp. The noise is still there.

Is the noise still there if you unplug the tank? The sound on the video kind of sounds like electromagnetic interference from the transformers.

Still there when the tanks unplugged, yes.

Are footswitches plugged in reverb/vibrato jack?

Does the Reverb control actually add increasing amount of reverb effect if you play the guitar and turn the Reverb control up slowly?
If the drive valve (tube), recovery valve stage and reverb tank are working properly there should be plenty of reverb by 3 or 4 on the dial.
Have you tried changing the reverb recovery 12AX7 (4th small valve from the right, viewed from the rear of the amp)? Or the reverb drive 12AT7 - 3rd small valve from the right?

is this happening only in the reverb channel?
what if you pull out the 12at7 reverb tube?
