Looks like a pair of buffered effects loops you can pan between or crossfade, with the ability to send the signal to different amps or a mixed output to one amp (or I guess 3 amps). I haven't sat down and tried to figure out the signal routing, but having built a super simple crossfader of my own, this looks much better implemented than a couple buffers and a pot… The price is a little eye-opening, though: $400 plus the usual wait times. I wonder if Ed does complete pedalboards ala Cornish? Because this would be the centerpiece of a kick butt pice of kit.
