TC Electronic BLD switching problem

Hello Guys,
I have a TC BLD that switches on and off at room temperature with no issues. When I use the pedal outdoors and in the sun, something causes the pedal to stay on all the time. I've changed electrolytic caps C1,C2, and C7 and the problem persists. I've cleaned and checked the switch, it works even after being in the sun. Has anyone run into this before? Here is the schematic and layout.

When the issue occurs, measure voltage @ ic2's pin 13:
if, pushing the switch, it's stuck positive (more than 1/2Vcc) replace IC2 (4007)
if it changes (more than 1/2Vcc to ~0V), you have issues with BF245s

Fender3D,
Thank you for the troubleshooting info. I checked the voltage while in failure mode and it indicated a bad 4007. I just happened to have one in my parts bin, so I installed a new ic. It's working perfectly. Thank you.
