Is it possible for a Dying Battery Simulator like the "DEAD BAT" able to take 12V down to about 9.8V?

most of my pedal power supplies start life as 24v 600mA power supplies (i get em for like 4 bucks source). besides the necessary smoothing caps, i use a 12v regulator (for a 12v tap) and then a 10v regulator for a 9v tap (gives me right around 9.8v that i would expect from a brand new battery)
total cost in parts is less than a dollar instead of tens of dollars for the dead bat
I'm a cheapskate though, so...

I have the Electro Harmonix Freeze pedal which came with its own power adapter that is rated at 9.6V but actually delivers 9.8V. The outlets on my BBE supa charger deliver 9.3V or 12.3V. The issue is that when I use 9.3V, the pedal's buffered bypass is noticeably weaker and sounds brittle. So, I was wondering if it was possible to use a Dying Battery Simulator to lower the 12.3V to about 9.8V which would eliminate the need to carry around the extra ac adapter for that one pedal.
