I'm not sure what do you mean under "how to mount"

ta7136 has a specific pinout

pin1 - frequency compensation
pin2 - non inverting input
pin3 - inverting input
pin4 - vcc-
pin5 - voltage compensation
pin6 - output
pin7 - vdd+

You need to match tl072's pins and leave frequency comp and voltage comp unused (unconnected)
Second half of tl072 should be tied to ground/vref rail like so

Why not use the single opamp TL071?

Here is a link to a site explaining how to build an adapter using a TL071. I successfully used this when I built a Boss CE-1 clone.
