Forgive me if this is not the proper section to post this in. I have a EHX hog on the way and I'd like to build (if possible) a smaller clone of the preset controller. I was told this may not be possible, its not like most footswitch controllers out there - like the Boss ones.

This is a gutshot of the 2880 controller which apparently is the same thing. Anyway this can be cloned or is the programmed IC make it impossible? The controller connects to the HOG via a 1/4" cable so I was thinking maybe certain switches with different resistor values could make it work?

I dont think resistors with certain values will work. the IC probably sends shot pulses in different patterns for each switch (kidn of like how IR remotes work). if you have a scope, you can probably see what's being sent each time you engage it. it'll need to be connected to the HOg though, since it gets it's power source from it.
