Where can I find these pots?

They're made by Alps, but I'd be down for a similar made by Alpha, etc. I could lose my mind looking through Mouser online.

I figure at least one of you guys has repaired an Ibanez L series or 10 series pedal...

What values are they? You can find those pots in all manner of Boss and Roland gear from about 1981 onwards. For example, the TR-505 has a 1M Reverse (!?) Log and a 100k Lin pot.

Just got some rotary encoders today which look nearly identical. Not that it helps, sorry.

I do however have a non functional DDL at home which from memory still has the pots. Depending on what value you're after I may be able to help.

The rotary switch that selects the modes seems fine, but the 3 pots are all dirty and with wobbly shafts. They've all been out drinking together, obviously.

I must say, if you don't mind all the weird noises that occur when you turn the pots and the delay repeats that pitch shift for a bit before settling back into tune... it's awesome! Digital effects behave so strangely when things aren't perfect.
