That's just one of the many annoyances with all the later versions of Windows. Microsoft want full control of what you do with your computer, including trying to force you to use software they "approve".
Your only real options are to pay for an expensive CAD program, install Eagle CAD (free, but very flawed), or go open-source. I've used open-source software since 1992, and wouldn't use MS rubbish if you gave it to me! I use PCB, Geda, and severaln other OS programs for my design work. I can even run DIY Layout Creator under Wine!
